Hacked emails: EMCO reports recommended military families to be ‘supplied’ at the beginning of the social outbreak of 2019

On September 19, the Guacamaya hacker group leaked near 400 thousand emails from the Joint Chiefs of Staff (EMCO), an advisory body of the Ministry of Defense made up of the Army, the Navy and the Air Force. It is a 350-gigabyte folder with all kinds of communications, minutes, confidential reports and military intelligence documents from between February 2019 and May 2022.

The coup against the Joint Chiefs of Staff took place within the framework of the cyberattack operation ‘Repressive Forces’, with which the Guacamaya group claimed to leak information obtained from the Secretariat of National Defense of Mexico, the General Command of the Armed Forces of Colombia , the Armed Forces and the National Civil Police of El Salvador and the Army of Peru.

In recent months, the group has focused mainly on hacking mining companies, such as the Mining Secrets case that disrupted the business of the Solway mining consortium and its subsidiaries in Guatemala, and of state bodies, as happened with the leak of 5 terabytes of emails from the Colombian Prosecutor’s Office.

From the National Defense Commission of the Senate, it was decided to summon the Undersecretary of Defense, Gabriel Gaspar (PS), as a member of the EMCO, and the Minister of Defense, Maya Fernández (PS), as Chief of Staff, to give explanations about the violation of national security.

A reserved source inside the CDE close to the Mindef confided that the EMCO emails tend to be more logistical than secret.

INTERFERENCIA accessed the leaked emails and, as it could verify, they contain from guidelines, minutes and press clippings to documents classified as reserved and secret.

Among the emails were intelligence reports from the Investigative Police (PDI) -a body that is not part of the Joint Chiefs of Staff- classified as secret and sent to the EMCO. Most of the reports date from the months of the social outbreak and are compilations of events that occurred during the day and information regarding protests scheduled throughout the country.

The same report contains the demonstrations scheduled for the following days and ends with a table where the “establishments mobilized by student demands” are counted.

Thus, one of the intelligence reports of the PDI of October 19, 2019 includes a detailed minute by minute of the Metro fires (22:20 Trinidad, 22:23 Cumming, 22:46 Gruta de Lourdes, 22:50 San José de la Estrella and Macul, 22:51 Protector of Children, 22:53 Quillayes, 23:03 Elisa Correa, 23:08 Pedrero, 23:10 La Granja, 00:55 Santa Julia, etc.).

The ‘interpretations’ of the EMCO for the social outbreak

Confidential documents from the Defense Intelligence Directorate of the Joint Chiefs of Staff also appear among the emails. One of them, the Intelligence Bulletin of October 24, 2019, marked as reserved, contains a minute with the subject, background, interpretation and appreciation of the political panorama of those days of revolt.

According to the EMCO bulletin, the interpretation of the “social movement” of that October 24 pointed to the emergence of a “defined interlocutor” in the midst of a headless social protest.

In any case, the same intelligence bulletin guards points to “sectors closest to the extreme left, insist on holding the Government responsible for the acts of violence and deaths that have occurred.”

For the Joint Chiefs of Staff “as of today this situation has changed, having a clear and organized front that assumes this void, made up of the Social Unity Table”, made up of 150 organizations, including the CUT, the Colegio of Teachers, the Confech, No+AFP, the ANEF and the 8M Feminist Coordinator.

The EMCO identifies among these the ‘extreme left’ sectors of the Communist Party: “In this sense, the Communist Party is evaluating the possibility of constitutionally charging both President Sebastián Piñera and the Minister of the Interior, Andrés Chadwick, because of their possible political responsibilities in the current events”.

The political interpretation of the EMCO is that in those days “despite the efforts made by the Executive through the proposals presented by the President of the Republic (…) the parties of the extreme left will continue broadcasting through social groups , union, student and others, their ideology more strongly, taking advantage of the memory of the military government, in order to justify their cause and maintain social mistrust towards the efforts of the executive to reestablish public order, making use of the forces of order and FF. AA”.

Days later, the intelligence bulletin of October 29 projected an assessment with two scenarios. The “most probable” consisted in the continuation of the protests.

For the same reason, it is not surprising that the day before, on October 23, two unidentified members of the Joint Chiefs of Staff shared the ANEF instruction document with each other via mail, entitled “General strike, for the right to live in peace. Soldiers to their barracks, an end to social inequality”, which included a schedule with the activities to be carried out on October 23 and 24, 2019.

Days later, the intelligence bulletin of October 29 projected an assessment with two scenarios. The “most probable” consisted in maintaining the protests “following a planning of calls, in order to maintain a climate of social unrest, under the logic ‘that nothing has been achieved’”. Although with the increase in violence a gradual loss of massiveness was expected.

The second scenario was the “most dangerous” and was projected as an attempt by the protests not to return to a state of “normality”, in which “it is estimated that anarchic groups, lumpen and subversive organizations will increase their violent actions against the private property, public furniture, critical infrastructure, public locomotion, shopping malls and others, maintaining a state of social unrest and permanent chaos”.

EMCO pointed out as a way out a constituent assembly

This political interpretation of the EMCO would be maintained during the social revolt of 2019. It was even projected that the way out of the crisis would be to convene a constituent assembly.

According to the EMCO, the lack of a political response to the demands of the Social Unity Table would only contribute to the continuation of “the isolated disturbances at the national level”.

Thus, on November 5, 2019, a ‘daily report’ from the Defense Operations Center charged that “given the situation of effervescence and social unrest in the country, added to the visible political-social and communicational inaction of the Executive/Legislative , it is estimated that the Social Unity actors will deepen the councils in the logic of structuring a transversal demand to convene a constituent assembly”.

According to the EMCO, the lack of a political response to the demands of the Social Unity Roundtable would only contribute to the continuation of “the isolated disturbances at the national level and mainly in the downtown area of ​​Santiago by violent groups, acting in a more radical manner. and coordinated in the actions of street violence, attempting against the life of police officers”.

The bulletin signed by the Chief of the Red Guard, Colonel Ricardo Santander, concluded that the sustained protests “are intended to create the conditions to reactivate the constitutional state of exception, trying to demonstrate the ineffectiveness and political passivity of the Executive, damaging and affecting the democratic governance of the country. , delegitimizing HE the President of the Republic, to achieve a constitutional change”.

Evacuation protocol of the Ministry of Defense

In parallel to the information collected by intelligence, on October 24, 2019, the EMCO Military Security service also notified the Ministry of Defense that it would have a preventive evacuation procedure for the ministerial building located at Zenteno 45.

EMCO informed the Ministry of Defense of the new measures, among them that “staff not to travel in uniform or attend these demonstrations” and “to keep the basic supplies of their home”.

One more day later, on the morning of October 25, the EMCO informed the Ministry of Defense of the new measures, among them that “personnel (should not) travel in uniform or attend these demonstrations” and “maintain basic supplies of your home at its highest levels so that in your possible absence your family is supplied”.

Such a case is that of a statement from the then Commander-in-Chief of the Navy, Julio Leiva, sent under the title “Disseminate the crews as soon as possible” on October 24, 2019. In it, the crews are supported to continue their performance in the state of constitutional exception after the intentional outrage perpetrated by the sailor Leonardo Medina Caamaño that caused the death of Manuel Rebolledo.
